5.3.9应当建立隐患排查治理激励约束制度，鼓励从业人员发现、报告和消除隐患。对发现、报告和消除隐患的有功人员，应当给予物质奖励或者表彰；对瞒报隐患或者消除隐患不力的人员实施问责。
