feat(fac_cal): 新增通用硅酸盐水泥生产数据模板页面

- 从Word文档提取两张标准表格数据
- 表一:生产工艺数据模板(分类合并单元格)
- 表二:元数据元素内容和格式(10列详细定义)
- 深蓝渐变标题横幅,深色表头样式
- 添加静态路由配置
