feat: 管理后台央企红门户风格重构 + 职位编制字段及启动脚本
- 管理后台改用央企红(#C60C1E)门户风格：红顶白底、扁平务实、
金色点缀；侧栏导航加图标与分组，Dialog 红标题栏，表格/卡片/按钮统一
- 后端 jobs 新增 headcount(编制)字段及迁移、school_data 学校数据、
组织序列化调整
- 新增 start.bat / dev.bat 一键启动前后端，.gitignore 规范化

feat(backend): 组织序列化器添加在招岗位数统计
- JobListSerializer 和 JobDetailSerializer 新增 job_count 字段
- 统计 status='published' 的岗位数量
- 前端展示每个公司/子公司的在招岗位数
